What each document is for.

MC & USDOT

Active operating authority on FMCSA. We verify your authority status in SAFER at setup. We refuse any carrier with revoked or suspended authority, Unsatisfactory safety rating, or out-of-service order on file.

Certificate of Insurance

Must list Skyline Transportation as Certificate Holder — minimum $1,000,000 auto liability and $100,000 cargo. Reefer breakdown coverage required for temperature-sensitive freight. Email COIs to carriers@skylinetransp.com.

Signed W-9

Standard IRS form for 1099 reporting. Must match the legal name and EIN on your MC authority.

Banking or Factor NOA

For direct ACH payment, send a voided check or wire instructions. If you factor, send your factor’s Notice of Assignment and we’ll route payments accordingly.

Outbound capacity needs change weekly, but the following lanes are consistently busy out of our Fresno, CA terminal:

  • California → Washington / Oregon (dry van + flatbed)
  • Texas, Arizona, Oregon → California (return loads)

Carrier FAQs.

How fast do you pay?
Standard payment is Net 30 from clean POD receipt. Quick Pay is available at 2% for 7-day pay or 3% for 48-hour pay. Factoring companies are paid on their standard terms.
Do you require ELD compliance?
Yes. All carriers must comply with the federal ELD mandate. We require electronic visibility on time-sensitive loads via Project44, MacroPoint, or a driver app.
What is your detention policy?
Two hours of free time at pickup and delivery is standard, after which detention bills at $50–$75 per hour with shipper-approved confirmation in writing. We negotiate detention on every confirmation.
Can I haul under a different MC?
You must run loads under the MC and USDOT on file at setup. If you change authority or factor relationships, notify us immediately so we can update the packet.
What if a load goes wrong?
Call dispatch first, then email a written claim within 48 hours of delivery. Skyline handles cargo claims through your COI — we don’t deduct from settlement without a documented claim.
FMCSA 2026 compliance

Bond, transparency, and your rights as a carrier.

As of January 16, 2026, FMCSA’s amended financial-responsibility rule (49 CFR 387.307) is fully in effect, and the broker-transparency NPRM is on the docket. Skyline operates well within both. Here is exactly what that means for you.

$75K BMC-84 surety bond

We carry an active BMC-84 surety bond for the full $75,000 statutory amount — not a BMC-85 trust. Our surety reports any drawdown to FMCSA electronically. Verify our bond status anytime at SAFER using USDOT 4232458 / MC 1637675.

7-day cure compliance

Under the 2026 rule, any broker whose available bond drops below $75K has 7 business days to replenish before FMCSA suspends authority. We monitor outstanding settlement totals weekly and have never approached that threshold.

Transparency — records on request

You have a regulatory right under 49 CFR 371.3 to inspect the records of any transaction you were a party to. Email carriers@skylinetransp.com with the load number and we send the rate confirmation, shipper invoice, and proof of settlement within 48 hours — free, no signed waiver required.

No transparency waivers

Some brokers ask carriers to sign away their 371.3 inspection rights at setup. Our broker-carrier agreement contains no such waiver. The right to see the underlying paperwork is yours and stays yours, on every load.
